Op 11 september 2001 was de chaos nog groter
dan gedacht, want op de dag van de aanslag hielden de VS de enorme 'wargame'
Vigilant Guardian waarbij werd gespeeld dat de Amerikaanse luchtverdediging
onder vuur kwam te liggen. Verwarring alom toen bleek
dat de oefening opeens werkelijkheid was: 'The first thing that went
through my mind was, is this part of the exercise? Is this some kind
of a screw-up?', zegt
major general Larry Arnold tegen ABC.
'"It must be part of the exercise," [Lt. Col. Dawne] Deskins
thought. At first, everybody did. [...] "We
were suddenly no-kidding under attack," Deskins

Newhouse News Service. 'It is difficult to believe that it is a bizarre
"coincidence" that the military and CIA were conducting wargames
similar to 911 on September 11, 2001. While it seems likely, if not
blatantly obvious, that these war games were one
of the means used to confuse the air defense system for sufficient time
to allow the World Trade Center to be attacked, the war games do not
answer the question of how the air defenses were suppressed for another
half hour after the second tower was hit (at which time everyone knew

Vigilant Guardian
'A joint U.S.-Canada defence force was three days into a training exercise
known as Vigilant
Guardian', schrijft
de Ottawa Citizen. Mindy Kleinberg, wier man overleed bij de aanslag
op de WTC-torens, getuigde
voor de National Commission on Terrorist Attacks Upon the United States:
'[...] on September 11th, NEADS (or the North East Air Defense System
dept of NORAD) was several days into a semiannual exercise known as
"Vigilant Guardian". This meant that our North East Air Defense
system was fully staffed. In short, key officers were manning the operation
battle center, "fighter jets were cocked, loaded, and carrying
extra gas on board."' Newhouse News Service schrijft:
'Sept. 11 was Day II of "Vigilant Guardian,"
an exercise that would pose an imaginary crisis to North American Air
Defense outposts nationwide. The simulation would run all week [...]'.
Een tweede wargame op 911
Vigilant Guardian was niet de enige wargame die
op 911* werd gehouden, zo ontdekte de website
UnansweredQuestions die citeert
uit een pagina van
The National Law Enforcement and Security Institute. Het instituut laat
'John Fulton of the CIA' aan het woord over 'intelligence gathering
and analysis for the future of homeland security'. In de begeleidende
informatie van het instituut over Fulton lezen we over de tweede wargame
op 911: 'On the morning of September 11th 2001, Mr.
Fulton and his team at the CIA were running a pre-planned simulation
to explore the emergency response issues that would be created if a
plane were to strike a building. Little did they know that the scenario
would come true in a dramatic way that day.' Vijftig minuten
voor aanvang van de oefening steeg een echt gekaapt toestel op van het
vliegveld (Dulles Airport) dat centraal stond in de oefening waarbij
een gekaapt toestel het gebouw zou binnenvliegen van de National Reconnaissance
Office. '"It was just an incredible coincidence that this happened
to involve an aircraft crashing into our facility," [woordvoerder]
Haubold said. "As soon as the real world events began, we canceled
the exercise.", schrijft
Associated Press.
*911 is het Amerikaanse alarmnummer; wij hebben 112
en bij ons zou deze oefening dus zijn gehouden op 1 december, in plaats
van 11 september.
'The match is about to begin'
Op 10 september, de dag voor de aanslagen, ving
de NSA twee berichten op van Mohammed Atta: 'An intelligence source
later told The Associated Press they contained the phrases, ''Tomorrow
is zero hour'' and ''The match is about to begin''', schrijft
Associated Press. Het woord match is in verband met het spel,
de wargame, van de volgende dag wellicht geheel toevallig gekozen
door Atta, maar in ieder geval opvallend te noemen. Later kwam
een agressieve campagne
van het FBI om te achterhalen wie de informatie had gelekt aan
CNN. De campagne ontstond bij Cheney die boos belde met twee senatoren
die de onderzoeken leidden naar 11 september waar deze informatie naar
boven was gekomen, schrijft

Barbara Honegger schrijft:
'We also know why it was Vice President Cheney who was so upset that
the content of the "Match" call was made public. Now, someone
might figure out that it was he - having been charged by President Bush
on May 8, 2001 (Time
magazine) to lead
a high-level task force to identify the U.S.'s vulnerabilities to domestic
terrorist attack and figure out ways to fix them -- who was 'in charge'
of the 'plane(s)- into-building(s)' counter-terror 'exercise' the morning
of Sept. 11. That's why he was in the White House Sit Room [...]'. Honegger
telt 1 en 1 op en komt tot de logische, tevens
ontstellende conclusie dat Cheney de hoogste in rang moet zijn geweest
bij de tweede wargame van 911. Gezien zijn nieuwe functie zou
het ons niet verbazen als Cheney ook de hoogste in rang is geweest bij
Vigilant Guardian en een van de uitvoerders van het plan de afweer van
de VS te saboteren op 11 september.
Voorafgaand aan 911 een verdacht lange vakantie
Barbara Honegger denkt, wat ons betreft ten onrechte, dat dit 'het is
maar een wargame' de reden was dat Bush op het moment
dat hij het grote nieuws verneemt rustig naar het verhaal over het geitje
blijft luisteren, in plaats van te doen wat hij moet doen als Commander
in Chief van de strijdkrachten. Wij vermoeden
dat Bush mogelijk niet alle details wist teneinde in staat te zijn 'spontaan'
te kunnen reageren (zonder natuurlijk echt in actie te komen zoals het
hoort en maatregelen te treffen) en dat de details -die hem ongetwijfeld
boven de pet
gaan- zijn besproken tijdens een van de langste vakanties
ooit door een Amerikaanse president gehouden, de maand vrijaf in augustus
2001. Is in die maand onder leiding van
Cheney de laatste hand gelegd aan het plan 11 september te faciliteren
of te organiseren? Op 2 september, ruim
een week voor 11 september, keerde Bush terug naar het Witte Huis.
Opmerkelijke executive order van Jeb
Bush op 7 september
Op 11 september is Bush in Florida, de staat van zijn broer
Jeb. Die heeft op 7
september Executive Order 01-261
geëffectueerd; hij geeft hiermee ondermeer alle macht van de uitvoerende
macht van Florida in handen van de Nationale Garde die zal bijstaan
'in the event of civil disturbances or natural disasters'. Een opmerkelijke
en verregaande daad die op 11 september in een hogere versnelling wordt
gezet, zo staat te lezen
op Rense.com: 'Governor "Jeb" then signed Florida Executive
Order No. 01-262
immediately after the second WTC tower fell. Florida was the first STATE
to declare a "State of Emergency" [...].' Hiermee
roept hij officieel de noodtoestand uit. De Idaho Observer citeert
Jeb Bush: '“I hereby declare that a state of emergency exists
in the state of Florida... The Authority to suspend the effect of any
statute or rule governing the conduct of state business, and further
authority to suspend the effect of any order or rule of any government
entity... The authority to seize and utilize any and all real or personal
property as needed to meet this emergency...'.
Pentagon houdt (m)eerdere oefeningen
Enige maanden vóór 11 september
hield het Pentagon een oefening voor het geval
een vliegtuig het pand zou raken. Barbara Honegger leest
in U.S. Medicine magazine
dat in mei 2001 'Dept. of Defense medical personnel from the tri-Service
DiLorenzo Health Care Clinic and the Air Force Flight Medicine Clinic
trained inside the Pentagon "to fine tune their emergency preparedness
to a plane hitting the building.' 'In truth, the US government seemed
quite concerned the possibility of an attack using a plane as a weapon.
For example, on October 24-26, 2000,
Pentagon officials carried out a "detailed" emergency drill
based upon the crashing of an airliner into the

Honegger leest
in de Washington Post van 16 september 2001 dat 'on
the morning of 9-11 itself, Pentagon medic Matt Rosenberg was
reviewing a new medical emergency disaster plan "based on the scenario
of an airplane crashing into the place."'
NORAD houdt (m)eerdere oefeningen
Ook Norad, de club die Amerika's luchtruim moet verdedigen en zo enorm
teleurstelde op 11 september, hield (m)eerdere oefeningen, zo meldt
UnansweredQuestions. 'On June 1-2, 2001,
NORAD sponsored a multi-agency planning exercise named Amalgam
Virgo (PDF)
involving the hypothetical scenario of a cruise
missile launched by "a rogue (government) or somebody"
from a barge off the East Coast. Bin Laden was pictured [zie eerder
genoemd PDF-file] on the cover of the proposal for the exercise. [...]
Before 9/11, it was already planned
that the next year's version of Amalgam Virgo would involve a
simultaneous hijacking scenario.'
Northern Vigilance en de Russen
De Toronto Star schrijft
over operatie Northern Vigilance, wat mogelijk de werktitel is voor
het Canadese deel van Vigilant Guardian. De krant schrijft dat NORAD
op 11 september met een schuin oog de Russen in de gaten houdt die tegelijkertijd
een oefening schijnen te houden: '[...] the Russians,
who have dispatched long-range bombers to their own high north on a
similar exercise.' Zodra dankzij CNN duidelijk is dat een van
de WTC-torens is geraakt, beëindigen de Russen hun oefening: 'The
Russians, on seeing the attacks in New York and Washington, immediately
cancelled their own exercises, turning back their bombers and calling
off planned missile testing. The Russians knew NORAD would have its
hands full.'
