Op een site met de heldere titel What Really Happened -altijd handig iemand te kennen die weet wat er echt gebeurde- staat een interessant stukje over iets dat DaanSpeak al eerder heeft aangesneden. In alle bergen met informatie die DaanSpeak over zijn lezers heeft uitgestort over mogelijke voorkennis bij 11 september (de grootste gelovigen vind je tegenwoordig niet meer op de EO-jongerendag, maar onder autoriteitenaanbiddende sceptici die de feiten niet tot zich willen nemen, maar stug blijven volharden in hun geloof dat 11 september was voorkomen als er vantevoren daadwerkelijk voldoende informatie was) is er toch nog iets dat nog enige verheldering behoeft: waarom reageerde Bush zo uitermate traag op 11 september?

Eerder schreven we:

Nieuw oud nieuws
Toen op 11 september het eerste vliegtuig zich in de ene WTC-toren boorde, begon Bush aan een voorleessessie (verzin je eigen grap) op de Emma E. Booker Elementary School in Florida. De school heeft een pagina gewijd aan hun ontmoeting met hun verlichte leider (Inclusief een link Listen to Patriotic Music). Een pijnlijke ontmoeting voor Bush. Wat moest hij de kinderen zeggen? Dat ze er zonder scholing ook wel kwamen? Het opmerkelijke is dat Bush na afloop de tijd nam voor een korte toespraak. Hij had sowieso veel tijd voor de president van een land dat zojuist was aangevallen.

Bush' uitermate trage reactie op 11 september
Van Bush' optreden op de school is een video. Je kunt de Bush-video downloaden, maar bijster veel heb je er niet aan, want de beeldkwaliteit houdt niet over. In de video zie je hoe Bush het nieuws opneemt over de tweede crash dat hem door een secondant wordt ingefluisterd. Hij blijft rustig zitten. De vraag is natuurlijk: Waarom reageerde Bush niet meteen? We vragen het hem zelf, via onze secondant, Jordan. Jordan is begin december 2001 aanwezig bij een bijeenkomst die van het Witte Huis de titel meekreeg 'President Meets with Displaced Workers in Town Hall Meeting'. Onderstaande is ook te zien en te horen.

THE PRESIDENT:  Hi, Patricia; how are you?  How old is Patricia?

Q[uestion]       Five, and Jordan is in 3rd grade.  And Jordan has a question, if I could give him the microphone.

THE PRESIDENT:  You bet.  Your mother is relaying the Mike to you, Jordan.

Q[uestion]       One thing, Mr. President, is that you have no idea how much you've done for this country.  And another thing is that, how did you feel when you heard about the terrorist attack?  (Applause.)

THE PRESIDENT:  Thank you, Jordan.  Well, Jordan, you're not going to believe what state I was in when I heard about the terrorist attack.  I was in Florida.  And my Chief of Staff, Andy Card -- actually, I was in a classroom talking about a reading program that works.  I was sitting outside the classroom waiting to go in, and I saw an airplane hit the tower -- the TV was obviously on.  And I used to fly, myself, and I said, well, there's one terrible pilot.  I said, it must have been a horrible accident.'

What Really Happened schrijft: 'This is a strange story because there was no video of the first impact until a day later, when a video shot by a tourist that captured the first impact surfaced.'

Bush vervolgt: 'But I was whisked off there, I didn't have much time to think about it. And I was sitting in the classroom, and Andy Card, my Chief of Staff, who is sitting over here, walked in and said, "A second plane has hit the tower, America is under attack."'

Deze scène is goed te zien op genoemde video. Bush verrekt een spier en blijft rustig zitten. Waarom? Sterker: waarom heeft hij niet al na de eerste crash het luchtruim afgesloten? In hoeverre heeft zijn gedrag te maken met procedures die in werking gaan zodra er sprake is van een opmerkelijke afwijking in het luchtruim?

'And, Jordan, I wasn't sure what to think at first.  You know, I grew up in a period of time where the idea of America being under attack never entered my mind -- just like your Daddy's and Mother's mind probably.  And I started thinking hard in that very brief period of time about what it meant to be under attack.  I knew that when I got all of the facts that we were under attack, there would be hell to pay for attacking America. (Applause.)'

Gáát-ie weer. Ook al meteen na de aanvallen, terwijl iedereen op troostende woorden zat te wachten, hield Bush maar niet op over wraak.

'I tried to get as many facts as I could, Jordan, to make sure I knew as I was making decisions that I knew exactly what I was basing my decisions on.  I've got a fabulous team.  A President can't possibly be President without a good team.  It starts with having a great wife, by the way. (Applause.)'

Hoeveel feiten heb je nodig na een eerste inslag? Is het de eerste keer dat een vliegtuig als wapen wordt ingezet? Nee. En het luchtruim afsluiten en straaljagers de boel op orde laten stellen, is ook al veel vaker vertoond. '[...] as anyone with a computer and basic knowledge of the Internet can find out, Air Traffic Controllers request military jets to intercept commercial aircraft on a routine basis' zo lezen we hier.Waarom in dit ultieme geval niet? Was er geen capaciteit? Jawel hoor. 'One of the questions Mike Ruppert posed in his opening [bij een persconferentie over 11 september] was, "Why was the Andrews Air Force Base website changed after 9-11 to erase information about their combat readiness?"'

'Another source of protection for Washington, D.C. could have been provided by the 177th Air National Guard stationed at Pomona, N.J. This base could have provided coverage for both Washington, D.C. and New York yet was instructed to cease routine sorties two weeks prior to 9-11. [Independent investigator and researcher John] Judge also quoted a Pentagon official who referred him to a New York Times article stating that on Sept. 8 half of U.S. fighters were taken out of service. A personal friend, whose son is stationed at Otis Air Force Base on Cape Cod, Mass., told Judge that fighter pilots who specifically requested permission to attempt the interception of Flight 77 were called back', zo staat te lezen in het artikel naar aanleiding van genoemde persconferentie.

Op een rijtje
Hier een ingewikkelde grafisch weergegeven chronologie van de gebeurtenissen op 11 september. Zie ook deze tijdslijn van CNN. Om 8.45 uur cracht het eerste vliegtuig. Dat is het moment waar Bush tv-beelden ziet die er niet zijn: 'I was sitting outside the classroom waiting to go in, and I saw an airplane hit the tower -- the TV was obviously on.' Vervolgens gaat hij naar zijn voorleesklasje en maar liefst 18 minuten later crasht het tweede vliegtuig in de andere WTC-toren. Waar waren de straaljagers van Andrews Airforce Base, zoals  DCMilitary schrijft: 'The base, located just a few miles southeast of Washington, D.C'? 'But the fighters took to the skies over Washington only after the devastating attack on the Pentagon, which is alongside a flight path to Ronald Reagan National Airport', schrijft de San Diego Union-Tribune. 'The media should have demanded to know the truth about why fighter jets assigned to protect Washington didn't scramble an hour BEFORE the Pentagon was hit', schrijven Illarion Bykov and Jared Israel. Hier meer over de luchtmachtbasis en de trage respons.

Pas drie kwartier na de eerste crash is Bush klaar met de voorleeskinderen. CNN: '9:30 a.m.: President Bush, speaking in Sarasota, Florida, says the country has suffered an "apparent terrorist attack."' Maar liefst 13 minuten later (op twee minuten na een uur na de eerste crash) crasht een vliegtuig in het Pentagon: '9:43 a.m.: American Airlines Flight 77 crashes into the Pentagon, sending up a huge plume of smoke. Evacuation begins immediately.'

Een deel uit eerdergenoemde persconferentie over 11 september: '[...] independent investigator and researcher John Judge [...] began very simply, stating there most certainly was a point at which it was clear the United States, and particularly Washington, D.C., were under attack. That point was 9:05 a.m. on Sept. 11. That was the point at which a shoot-down order for Flight 77 was issued. Oddly, the plane continued unmolested towards the most restricted airspace in the world for 40 minutes before hitting the Pentagon. During this time Washington, D.C.'s Channel 8 broadcast that the plane was heading there and many government buildings were evacuated.' Dus ook hier weer een ernstige vertraging. In dit geval niet van reactievermogen, maar van het uitvoeren van een order.

CNN: '10:10 a.m.: United Airlines Flight 93, also hijacked, crashes in Somerset County, Pennsylvania, southeast of Pittsburgh.'
 

Intussen is Bush nog steeds in gesprek met onze correspondent Jordan: 'And so, I got on the phone from Air Force One, asking to find out the facts.  You've got to understand, Jordan, during this period of time, there were all kinds of rumors floating around.  Some of them were erroneous. Obviously -- for example, there was a news report saying that the State Department had been attacked.  I needed to know what the facts were. But I knew I needed to act.  I knew that if the nation's under attack, the role of the Commander-In-Chief is to respond forcefully to  prevent other attacks from happening.  And so, I've talked to the Secretary of Defense; one of the first acts I did was to put our military on alert.

At any rate, I knew I had a job to do.  And I was quoted in the press the other day as saying I haven't regretted one thing I've decided.  And that's the truth.  Every decision I made, I stand by.  And I'm proud of the decisions I've made.  (Applause.)'
